
Objective:
Azer Milk invites qualified Engineering, Procurement, and Construction (EPC) firms to submit proposals for the design, construction, and commissioning of a modern, technologically advanced, and sustainable dairy cattle farm with a 2,000-head capacity. The project aims to incorporate cutting-edge automation, AI-driven management, and environmental sustainability to ensure efficiency, animal welfare, and compliance with Azerbaijani and international regulations.

Key Requirements:
Compliance with Azerbaijani agricultural, environmental, and labor regulations.
Integration of AI-driven automation, including robotic milking, IoT health monitoring, smart feeding systems.
Climate-resilient infrastructure suited for Barda’s temperature range (-10°C to 35°C).
Scalable modular farm design for future expansion.
Adherence to Azerbaijani and EU animal welfare, biosecurity and hygiene standards.
Waste-to-energy solutions (biogas preferred), water recycling solutions, and other energy-efficient practices.

Design Phase
Site layout planning (barns, milking parlors, feed storage, veterinary facilities, staff quarters, and offices).
Implementation of climate control systems (ventilation, cooling, heating), with an emphasis on energy efficiency and renewable energy integration.
Advanced waste management solutions, including manure processing, biogas production, and water recycling strategies.
Integration of renewable energy systems (solar, biogas, combined heat and power (CHP)).
Automated animal health monitoring, biosecurity, and sustainable water supply systems.
Construction Phase
Turnkey construction of all farm facilities, adhering to international hygiene, quality, and sustainability standards.
Installation of automated milking systems (rotary/parallel parlors with data analytics capabilities).
Automated feed storage and distribution systems (silos, TMR mixers).
Integration of energy-efficient renewable energy infrastructure, including waste-to-energy conversion systems.
Implementation of smart farm management technologies (IoT, AI, real-time monitoring).
Commissioning & Training
Full-scale system testing (electrical, plumbing, ventilation, automation).
Comprehensive training for farm staff on operations, maintenance, and biosecurity.
Handover with warranties, as-built documentation, and operational guidelines.
Six-month post-commissioning support, including system debugging, process optimization, and regulatory compliance reviews.

Barn Design:
The barn must continuously accommodate 2,000 lactating cows, excluding dry cows, heifers, and calves.
Freestall or loose-housing systems with automated feeding solutions.
Hygienic and durable flooring ensures cattle comfort and easy maintenance.
Automated climate control systems (smart ventilation, heating and cooling) optimized for energy efficiency.
Milking Systems:
Minimum throughput: 200 cows/hour.
Fully automated milking systems with integrated real-time data analytics.
Compliance with EU and Azerbaijani hygiene and animal welfare standards.
Sustainability & Waste Management:
Renewable energy integration (e.g., solar panels, biogas systems, CHP).
Adoption of a circular economy approach (organic fertilizer production from manure processing).
Advanced water conservation and recycling systems to optimize resource use.
Climate Resilience:
Winter heating solutions for temperatures as low as -10°C.
Ventilation and cooling solutions for summer heat up to 35°C.
Structural resilience to withstand severe weather conditions.

All proposals must comply with:
Azerbaijani regulations in terms of Agricultural, environmental, labor, laws, health, customs and other regulations.
EU animal welfare standards (preferred but not mandatory).
Environmental impact assessments (EIAs) and other environmental compliance requirements.
Compliance with GVP, GAP, ISO, HACCP, and relevant international livestock standards.

Proposals must include:
A. Company Profile:
- Demonstrated experience in large-scale livestock projects (minimum 3 references required).
- Certifications (ISO, HACCP, environmental and quality management systems).
- Proof of financial stability (audited financial statements for the past 3 years).
B. Technical Proposal:
Technologies and Methodologies: Briefly outline and overview the key technologies and methodologies planned for the project.
Preliminary Design & High-Level BOQ: Provide an overview of the conceptual design and a high-level Bill of Quantities (BOQ) for major components like milking systems, energy solutions, and feeding automation. This will offer insight into your proposed approach and the scale of the project.
Project Timeline: Present a high-level project timeline outlining key milestones from design through commissioning, with a focus on critical activities and phases.
C. Financial Proposal:
- Total cost breakdown (USD or EUR) with a justification of pricing strategy.
- Payment terms and milestones.
- Cost analysis for long-term operational efficiency.
D. Local Partnerships:
- Subcontractors or local partners in Azerbaijan (if applicable).
